African Union to Launch Its Own Credit Rating Agency Next Week
The African Union is set to launch the African Credit Rating Agency (AfCRA) in Port Louis, Mauritius, in the first week of October — a long-delayed project aimed at challenging the dominance of Fitch, Moody’s and S&P Global in pricing African sovereign debt. Paul Sikazwe, the AU Commission’s technical adviser on debt, confirmed the launch is finally happening after originally being slated for 2025.
African leaders, including Nigeria’s President Bola Tinubu and Kenya’s President William Ruto, have long argued that the “Big Three” apply a systematic negative bias to African economies, inflating borrowing costs across the continent by billions of dollars annually — a claim the global agencies dispute. AfCRA will initially focus on sovereign ratings before expanding to corporate and municipal debt, targeting a gap where nearly 40% of African governments and over 90% of African corporations remain entirely unrated by international markets. The launch is also paired with plans for an African Monetary Institute in Abuja later in October, a precursor to a future continental central bank.
The real test for AfCRA isn’t the launch ceremony, it’s the first time it rates a country whose government disagrees with the number. An AU-backed agency rating AU member states is a structurally awkward position — credibility with global investors depends entirely on being seen as independent of political pressure from the very governments it’s assessing. Skeptics aren’t wrong to flag that; the agency’s first few ratings will tell us more than its mission statement does.
